Taking off from the December 2023 futures thinking workshop, selected administrative council members and focal persons of Tarlac State University embarked on a six-day futures thinking and strategic foresight training toward formulating its 10-year development plan.
The futures thinking and strategic foresight training held from August 6-8 and August 13-15, 2025 was led by the Development Academy of the Philippines with three days of online discussions and workshops and another three days of in-person mentoring at the DAP Conference Center in Tagaytay.
According to the DAP Strategic Foresight Workshop team led by Dr. Ma. Oliva Z. Domingo, a supervising fellow of the certificate course for foresight and futures thinking, this activity is intended as a capacity-building initiative designed to integrate foresight and futures thinking into TSU’s institutional planning processes.
This is the first time the DAP team under the Graduate School of Public and Development Management conducted a customized strategic foresight training and planning specifically for TSU.
“Kung saan kami makakatulong, doon kami. We want you to come up with something that is practical. We convert theories and grounded it on experience to translate it into something very practical and use exercises that you went through,” Dr. Domingo said.
The workshops and mentoring facilitated by Dr. Domingo and foresight practitioners Ms. Shiela R. Castillo and Ms. Celine Grace M. Abella resulted in the refinement of the university’s mission, vision, goals, and objectives toward formulating strategic and action plans based on the seven roadmaps of TSU.
Moreover, the current medium-term development plan of TSU effective from 2020 to 2030 will be reviewed and recalibrated into a new 10-year development plan to guide the university’s actions until 2035.
Outputs and learnings from the seminars and workshops will serve as input to the commencement of the series of planning sessions for 2026 and beyond.
The sessions concluded on August 15 with a closing ceremony graced by Dr. Leocadio S. Sebastian, DAP’s acting president and chief executive officer, and Dr. Lizan E. Perante-Calina, DAP GSPDM dean.
“Without foresight, universities risk planning for a future that no longer exists. With the foresight we have done here, TSU is now in a better position to align its academic offerings, research priorities, and extension services to emerging needs not just in Tarlac but in the entire Luzon region,” Pres. Sebastian said.
“Kaya ako interesado na pumunta dito this morning is because of your topic, and because of what I think TSU can do when it comes to changing the outcomes in the future kasi nasa education sector kayo,” he added.
This is the first event of the DAP GSPDM that was visited by the DAP Acting President.
Sen. Pia Cayetano, Senate Committee on Sustainable Development Goals, Innovations, and Futures Thinking chairperson, appropriated funds from 2022 to present for TSU’s futures thinking and strategic foresight capacity-building activities.
